Investment Visas in Vietnam: Types and Application Process

Investment visas in Vietnam are granted to foreign investors who establish or contribute capital to businesses or companies in Vietnam. Depending on the value or nature of the investment activity, investment visas are categorized as ĐT1 , ĐT2, ĐT3, and ĐT4. 

Types of Investment Visas and Validity:

  • ĐT1 Visa: Issued to foreign investors and representatives of foreign organizations investing in Vietnam with a capital contribution value of 100 billion VND or more, or investing in preferential investment sectors or areas as decided by the Government.
    Validity: Up to 5 years
  • ĐT2 Visa: Issued to foreign investors and representatives of foreign organizations investing in Vietnam with a capital contribution value from 50 billion VND to less than 100 billion VND, or investing in encouraged investment sectors as determined by the Government.
    Validity: Up to 5 years
  • ĐT3 Visa: Issued to foreign investors and representatives of foreign organizations investing in Vietnam with a capital contribution value from 3 billion VND to less than 50 billion VND.
    Validity: Up to 3 years
  • ĐT4 Visa: Issued to foreign investors and representatives of foreign organizations investing in Vietnam with a capital contribution value of less than 3 billion VND.
    Validity: Up to 12 months

Requirements for Foreign Investors Applying for Investment Visas in Vietnam:

To apply for a Vietnam investment visa, foreign investors need to meet the following criteria:

  1. Valid Passport or International Travel Document: The passport or travel document must be valid for international travel.
  2. Invitation and Guarantee: The investor needs to have an inviting and guaranteeing organization in Vietnam.
  3. Not Subject to Entry Restrictions: The investor must not fall under the categories of individuals not permitted entry as per regulations.
  4. Documents Proving Investment: Documents such as investment certificates, business registration licenses, and other documents confirming the investment in Vietnam according to the Investment Law.

It’s important to note that foreign investors are not required to apply for a work permit in accordance with Vietnamese law.

Rights of Vietnam Investment Visa Holders:

Investors holding a Vietnam investment visa enjoy several privileges:

  • Long-term Residency: Investors can reside in Vietnam for the duration of the visa’s validity (12 months, 3 years, or 5 years).
  • Extension Option: Visa extension is possible upon expiry (conditions apply).
  • Eligibility for Temporary Residence Card: Investors are eligible for a temporary residence card similar to visas: ĐT1 (up to 10 years), ĐT2 (up to 5 years), and ĐT3 (up to 3 years).
  • Sponsorship of Family Members: Investors can sponsor family members under 18 years of age for visas (applicable to ĐT1, ĐT2, and ĐT3 visas).

Documentation Process for Foreign Investors Applying for Investment Visas:

Before preparing the application for a Vietnam investment visa, investors should determine the appropriate visa category: ĐT1, ĐT2, ĐT3, or ĐT4. Depending on whether the foreign investor is residing abroad or in Vietnam, the inviting and guaranteeing company will facilitate the visa conversion process (conditions apply).

To apply for an investment visa, the following essential documents are required:

  • Business registration license or investment certificate from the inviting, guaranteeing company.
  • Certificate of seal registration or notice of seal specimen of the operating company.
  • Form NA16: Registration form for seal and signature of the legal representative of the operating company in Vietnam.
  • Form NA2: Visa application form for foreign nationals entering Vietnam.
  • Copy of a valid passport with at least 2 blank pages.
  • 2 passport-sized photos (4×6 cm).
  • Printed Immigration Approval Letter.
  • Visa application form NA1 as per regulations.

Once the documents are submitted, an acknowledgment receipt (appointment letter) will be issued. The Immigration Department will issue the Vietnam Entry Permit within approximately 5 working days (excluding Saturdays and Sundays). The guaranteeing company will scan and send the permit to the foreign investor, who should then prepare additional documents:

  • Original passport with at least 2 blank pages.
  • 2 passport-sized photos (4×6 cm).
  • Printed Entry Permit.

Where to Submit Investment Visa Applications:

Please note: To obtain the Immigration Approval Letter promptly according to your intended visa category, it is recommended to submit the complete documents to the Immigration Department – Ministry of Public Security. This can be done in either Hanoi or Ho Chi Minh City:

  • Hanoi Immigration Department: 44-46 Tran Phu Street, Ba Dinh District, Hanoi.
  • Ho Chi Minh City Immigration Department: 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.

Foreign investors, along with the necessary documents, should visit the following locations to complete the visa stamping process:

  • Embassies or Consulates of Vietnam abroad.
  • International land border checkpoints.
  • International airports in Vietnam (Noi Bai Airport, Da Nang Airport, Tan Son Nhat Airport, etc.).

Processing Time for Investment Visa Applications:

Typically, Vietnam investment visas are processed within 5 working days from the date of receiving complete documents (excluding Saturdays and Sundays). The approval letter issuance might vary based on the applicant’s nationality.

Visa Application Fees:

When inquiring about investment visa fees, it might seem complex due to various categories. However, we will help you understand the basic visa stamping fees in Vietnam:

  • Single-Entry Visa (up to 1 year validity): Visa stamping fee is 25 USD per visa.
  • Multiple-Entry Visa (3-month validity, multiple entries): Visa stamping fee is 50 USD per visa.
  • Multiple-Entry Visa (3 to 6 months validity, multiple entries): Visa stamping fee is 95 USD per visa.
  • Multiple-Entry Visa (6 months to 1 year validity, multiple entries): Visa stamping fee is 135 USD per visa.
  • Multiple-Entry Visa (1 to 2 years validity, multiple entries): Visa stamping fee is 145 USD per visa.
  • Multiple-Entry Visa (2 to 5 years validity, multiple entries): Visa stamping fee is 155 USD per visa.

Please Note:

  • The above fees represent the visa stamping fees at Vietnamese border checkpoints. These are the official fees set by the government for all countries applying for Vietnam visas (according to Circular No. 25/2021/TT-BTC). Visa stamping fees might vary based on different nationalities.
  • Additionally, it’s crucial to consider travel expenses when submitting applications directly to the Embassy or Consulate of Vietnam abroad.
  • In urgent cases, if foreign nationals need immediate entry, it’s advisable to apply for an emergency entry permit and select visa stamping at the airport. In this case, visa fees can be paid directly at the airport upon visa issuance. However, approval is not guaranteed unless the company sponsoring the foreign national can provide a reasonable explanation for the urgent entry.
