NN1 Visa – Visa Designation for Foreign Office Heads: What is the NN1 Visa? The NN1 Visa is a type of Vietnamese visa (with ‘NN1’ being the visa code) specifically issued to the heads of representative office projects of international organizations and non-governmental organizations in Vietnam.

Conditions for NN1 Visa Application by Foreign Office Heads: According to Article 10 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, the conditions for requesting an NN1 Visa are as follows:

  1. Possession of a valid passport or internationally recognized travel document.
  2. Invitation or guarantee from an organization, individual, or entity in Vietnam (specifically, for NN1 Visa, the inviting entity should be the representative office that performs the invitation and guarantee procedures).
  3. Not falling under the categories prohibited from entry as prescribed.

Validity Period of NN1 Visa: For NN1 Visa, the visa validity period granted is up to 12 months. Foreign nationals who have been granted the NN1 Visa can proceed to apply for a temporary residence card with a similar code, valid for up to 03 years. This allows foreign nationals to work in Vietnam for an extended period and facilitates entry/exit procedures in the country.

Procedures for NN1 Visa Application for Foreign Office Heads: Here is the step-by-step process for applying for the NN1 Visa for foreign office heads:

Step 1: The foreign national, through the organization, must initiate the invitation and guarantee procedures at the immigration control authority. The inviting organization, individual, or entity must directly submit a written request for visa issuance to the immigration control authority (in accordance with Article 16(1) of the 2014 Law and Article 3 of Circular 31/2015/TT-BCA).

Step 2: The representative office of the foreign country in Vietnam must apply for an entry guarantee letter for the foreign national. The documents required for the entry guarantee letter include:

  1. Business license or decision from the authorized agency on the establishment of the organization (a copy).
  2. Introduction document with the official stamp and signature of the authorized person of the organization – Form NA16 (issued with Circular 04/2015/TT-BCA).
  3. Visa application form for entry guarantee letter – Form NA2.
  4. Valid passport.
  5. Investment-related documents in Vietnam as per the provisions of the 2014 Law (Article 10(4)).

The entry guarantee letter will be reviewed and issued by the immigration control authority within 5 working days from the date of receiving all required documents as stipulated.

Step 3: The foreign national prepares the documents for the NN1 Visa stamping in Vietnam. Similar to other visa types, once the approval notification for the foreign national’s entry into Vietnam is received, the representative office informs the foreign national to prepare the necessary documents for the NN1 Visa stamping. Required documents for NN1 Visa application for foreign office heads include:

  1. Original valid passport.
  2. Visa application form with attached photo – Form NA1.
  3. Copy of the entry approval letter.
  4. And other documents as requested (if applicable).

Step 4: Stamping the NN1 Visa in Vietnam: If the foreign national requests visa stamping at the international border checkpoint, the immigration control authority will consider and approve the NN1 Visa for the foreign national within 05 working days from the date of receiving complete documents/papers.

The visa stamping fee for NN1 Visa depends on the visa validity period (single entry or multiple entries). Specifically, as regulated in Circular 25/2021/TT-BTC, the fees are as follows:

  • Single-entry visas (1 month or 3 months): USD 25
  • Multiple-entry visas (valid for up to 03 months): USD 50
  • Multiple-entry visas (valid for over 03 months to 06 months): USD 95
  • Multiple-entry visas (valid for over 06 months to 12 months): USD 135
