Article 3. Principles of Exit and Entry

The principles governing the exit and entry of Vietnamese citizens are established to ensure compliance with national and international law, while safeguarding the rights and security of all citizens. Specifically:

         • All activities related to exit and entry must adhere to the Constitution and laws of Vietnam, as well as to any treaties and international agreements to which the Socialist Republic of Vietnam is a contracting party.

      2. Transparency and Convenience

         • Procedures must be conducted with publicity, transparency, and efficiency, ensuring that Vietnamese citizens can exit and enter the country conveniently.

         • At the same time, the state ensures a uniform and consistent management system for all exit and entry processes.

         • Exit and entry management must always safeguard national security, social order, and public safety.

         • The lawful rights and interests of Vietnamese citizens in their exit and entry activities are fully protected by the state.

      4. Strict Handling of Violations

         • Any violations of exit and entry laws by agencies, organizations, or individuals must be promptly detected and strictly sanctioned in accordance with Vietnamese law.
